美扩大华为制裁，ST、英飞凌等欧洲厂商恐难逃打击

上周美国宣布进一步收紧华为芯片供应限制，新的改变将强制所有芯片商必须在取得美国商务部额外发放的许可证后，才可以继续提供基于某些美国技术的产品给华为（相关阅读：美扩大华为管制，恐引发全球供应链混乱）。外媒的报道指出，虽然将华为作为大客户的欧洲芯片制造商并不十分依赖于美国技术，但业务仍有可能受到冲击。

报道指出，由ST（意法半导体）和AMS AG等欧洲芯片制造商生产的大部分电子零部件最终会被都用于华为智能手机。也就是说，就算华为不向美企采购转向欧洲厂商，但如果欧洲厂商提供给华为的这些零部件在生产过程中的某一环使用了美国技术或知识产权也可能触发新规，而华为手机的生产仍可能会受到影响。

分析师：华为带来的影响程度不会太大

在供应链全球化的今天，欧洲无法在中美不断升级的紧张局势中独善其身，欧盟成员国被迫在与重要安全盟友和全球贸易伙伴的关系之间取得平衡。这一次美国升级对华为禁令下，欧洲供应商都将受到不同程度的影响。

“在手机领域，欧洲半导体行业更容易受到苹果的影响，而不是华为。”爱迪生投资研究公司TMT产业全球主管Dan Ridsdale说：“苹果手机市场份额的变化总是会影响到芯片供应。”

报道指出，总部位于奥地利的AMS AG所生产的3D传感组件等产品并不依赖于美国软件或技术设备。

欧洲最大芯片制造商之一英飞凌则表示，该公司正在“对新规则进行评估”后将做出相应反应。
